New Credit Card Rules Take Effect

New rules for credit card users take effect today. Under these new rules credit card companies cannot charge fees for exceeding credit limits. They cannot charge fees for phone payments without customer consent. Card companies must give a 45-day notice before increasing rates. Rates cannot be increased on existing balances, and companies must tell consumers how long it will take to pay off debt, if customers pay only the minimum.
